Statue to Meridia
Meridia's shrine west of Solitude, which starts The Break of Dawn if you have not begun it. A word wall a short way uphill to the north-east teaches Dun (Grace) of Elemental Fury, though it can fail to respond until you reload or fast travel away and back.
