Followers

Lydia: In Dragonsreach, then in Breezehome once you own it. Become Thane of Whiterun by finishing Dragon Rising.
Iona: In Honeyside in Riften. Become Thane of the Rift.
Argis the Bulwark: In Vlindrel Hall in Markarth. Become Thane of the Reach.
Jordis the Sword-Maiden: In Proudspire Manor in Solitude. Become Thane of Haafingar.
Calder: In Hjerim in Windhelm. Become Thane of Eastmarch.
Rayya (Hearthfire): In the Jarl's Longhouse in Falkreath, then at Lakeview Manor once it is built. Become Thane of Falkreath.
Valdimar (Hearthfire): In Highmoon Hall in Morthal, then at Windstad Manor once it is built. Become Thane of Hjaalmarch.
Gregor (Hearthfire): In the White Hall in Dawnstar, then at Heljarchen Hall once it is built. Become Thane of the Pale.
Jenassa: At the Drunken Huntsman in Whiterun. Pay the 500 gold hiring fee. It is charged again if you part ways and come back, unless you marry them.
Marcurio: At the Bee and Barb in Riften. Pay the 500 gold hiring fee. It is charged again if you part ways and come back, unless you marry them.
Stenvar: At Candlehearth Hall in Windhelm. Pay the 500 gold hiring fee. It is charged again if you part ways and come back, unless you marry them.
Vorstag: At the Silver-Blood Inn in Markarth. Pay the 500 gold hiring fee. It is charged again if you part ways and come back, unless you marry them.
Belrand: At the Winking Skeever in Solitude. Pay the 500 gold hiring fee. It is charged again if you part ways and come back, unless you marry them.
Erik the Slayer: At the Frostfruit Inn in Rorikstead. Talk his father into letting him go in the favour Erik the Slayer, then pay the 500 gold hiring fee.
Teldryn Sero (Dragonborn): At the Retching Netch in Raven Rock. Pay the 500 gold hiring fee. It is charged again if you part ways and come back, unless you marry them.

Dark Brotherhood Initiate: In the Dawnstar Sanctuary. There are two, a man and a woman. Finish Hail Sithis! and carry out one contract for the Night Mother.
Faendal: At the sawmill in Riverwood, or at his house. Take his side over Camilla Valerius in the favour A Lovely Letter.
Sven: At the Sleeping Giant Inn in Riverwood, or at his mother's house. Take his side over Camilla Valerius in the favour A Lovely Letter.
Uthgerd the Unbroken: At the Bannered Mare in Whiterun, or at her house. Beat her in a brawl.
Mjoll the Lioness: Walking the streets of Riften with her friend Aerin. Bring her sword back from Mzinchaleft in Grimsever's Return.
Benor: Near the guardhouse in Morthal. Beat him in a brawl.
Cosnach: At the Silver-Blood Inn or in the Warrens in Markarth. Beat him in a brawl, or buy him a drink.
Ahtar: Solitude's headsman, usually near Castle Dour. Kill the bandit leader he names.
Annekke Crag-Jumper: At Darkwater Crossing in Eastmarch. Kill the bandit leader she names.
Roggi Knot-Beard: At the mine or the inn in Kynesgrove. Bring back his ancestral shield in the favour Dungeon Delving.
Derkeethus: Held in Darkwater Pass, then at Darkwater Crossing. Free him from the Falmer in Extracting an Argonian.
Adelaisa Vendicci: At the East Empire Company office on the Windhelm docks. Finish the quest Rise in the East.
Golldir: Outside Hillgrund's Tomb, east of Whiterun. Help him clear his family tomb in Ancestral Worship.
Illia: At Darklight Tower, south of Riften. Climb the tower with her in Repentance.
Erandur: At Nightcaller Temple above Dawnstar. Let him finish the ritual at the end of Waking Nightmare instead of killing him.
Aranea Ienith: At the Shrine of Azura, south of Winterhold. Bring the broken star back to her at the end of The Black Star.
Eola: At Reachcliff Cave after the feast. Finish The Taste of Death at Namira's table.
Kharjo: With Ahkari's Khajiit caravan, which travels between Dawnstar and Riften. Recover his Moon Amulet in the favour Amulet of the Moon.
Borgakh the Steel Heart: At the Orc stronghold of Mor Khazgur. As Blood-Kin, pay her dowry or persuade her to leave the stronghold.
Ghorbash the Iron Hand: At the Orc stronghold of Dushnikh Yal. As Blood-Kin, talk him into travelling again, by persuasion, a bribe or a brawl.
Lob: At the Orc stronghold of Largashbur. Finish The Cursed Tribe.
Ogol: At the Orc stronghold of Largashbur. Finish The Cursed Tribe.

Serana (Dawnguard): At Fort Dawnguard or Castle Volkihar, whichever side you chose. She travels with you through the Dawnguard story from Prophet on, and stays available afterwards.

Meeko: On the road near Meeko's Shack in Hjaalmarch, waiting beside his dead master's bed. Talk to him and he follows you.
Vigilance: At the Markarth Stables. Buy him from Banning for 500 gold.
Stray Dog: A chance meeting in the wilds, often while he fights wolves. Talk to him and he follows you.
Bran (Dawnguard): At Fort Dawnguard. Join the Dawnguard. Once the fort is up and running the dog can be told to follow.

Armored Troll (Dawnguard): At Fort Dawnguard. Buy one from Gunmar for 500 gold once he is settled at the fort.
CuSith (Dawnguard): In Castle Volkihar. Join the Volkihar court by finishing The Bloodstone Chalice.
Garmr (Dawnguard): In Castle Volkihar. Join the Volkihar court by finishing The Bloodstone Chalice.
Riekling (Dragonborn): In Thirsk Mead Hall once you rule it. Become chief of the Rieklings in The Chief of Thirsk Hall.
Steadfast Dwarven Spider (Dragonborn): In the last room of Kagrumez. Open its gate with resonance gems in The Kagrumez Gauntlet.
